The National Disability Insurance Scheme (NDIS) was legislated in 2013 by the Australian Government to provide funding for Australians who are suffering from a permanent and significant disability. The goal of the NDIS is to provide support to eligible NDIS participants by funding their needs such as the budget for the daily living cost that is related to the participant's disability, use of assistive technology, home modifications to suit the participant's residence to their needs, therapies, and training that can help the participants develop and improve important skills that they can use in their daily lives.

The NDIS began its trial on July 1, 2013, with over 3,000 participants. On July 1, 2016, NDIS has become available in the entire Hunter New England. In July 2018, the NDIS became available to all eligible participants in New South Wales. The successful completion of the NDIS rollout has reached Newcastle. The residents and citizens of Newcastle who are suffering from a permanent and significant disability may seek funding from the NDIS through their registered service provider the Positive Moods. Though the NDIS aims to provide support to Australian nationals, the NDIS Act is regulated and has set requirements for eligible participants who wish to acquire funding from the NDIS.

One of the supports offered by the NDIS through the Positive Moods is the Positive Behaviour Support Plan. Eligible NDIS participants, who are under the Capacity Building Budget and are suffering from problematic and challenging behaviour, may reach through the Positive Moods to avail of the Positive Behaviour Support Plan. This support is catered to children and adults who are suffering from problematic and challenging behaviours. Individuals who demonstrate challenging behaviour are in dire need of support. Children and adults who suffer from challenging behaviour such as demonstrating anger, lacking concentration, and being withdrawn may tend to harm themselves and the people around them.

Having a challenging behaviour needs the attention of mental health professionals. Although individuals who demonstrate challenging behaviour need a support system, the NDIS, together with the Positive Moods, and their psychologist understand that these individuals require assistance from mental health professionals to reduce and eventually eliminate their challenging behaviours. Individuals with challenging behaviour will have difficulties in functioning physically, mentally, and emotionally, resulting in possibly risking their quality of life if the proper support is not given abruptly. As per the NDIS, the Positive Behaviour Support Plan is provided to individuals with challenging behaviours and so they can receive their much-needed support.

Through the Positive Behaviour Support Plan, children and adults who demonstrate challenging behaviour will be examined thoroughly to assess the support they need to reduce and eliminate their challenging behaviours and prevent them from returning to their challenging behaviours. The Positive Behaviour Support Plan uses an effective, evidence-based, and positive approach to manage the participant's challenging behaviour. The support given is a documented plan that is based on the participant's initial assessment. After the participant has been examined by mental health professionals and gathered all related data from their families and carers and other support systems about the participant's lifestyle, medical history, the participant's goals, and perspective in life, the support plan will then be documented.

The support given to the participants is individually tailored according to their needs and personal goals in life. Since challenging behaviour needs medical attention, the mental health professionals will continuously conduct a consultation with the participants, their families, and carers to understand which strategies work best for the participants and whether further developments need to be made on the plan provided. The support given by the NDIS, in partnership with the Positive Moods and their psychologist, aims to help the participants, their families, carers, and other support systems to identify why the challenging behaviour is taking place.

It is important to understand that challenging behaviour is a way an individual communicates and the initial assessment of the participant is essential to understand the reason for their challenging behaviour. As early as a child, an individual may already demonstrate a challenging behaviour and immediate attention is needed to prevent them from exhibiting in the future. Given the immediate and adequate support from the NDIS, individuals with challenging behaviour improve their lives, as well as their families and their carers. Through the NDIS funding, the participants will be provided with continuous support and training to help them develop focus, self-control, communication skills, mobility skills, and other essential skills that are needed to help them independently manoeuvre their daily lives.

The Positive Behaviour Support Plan is a long-term and evolving plan to help the participants overcome their disability and help them achieve their personal goals. The key to successfully helping individuals with challenging behaviour is to identify as early as possible the signs they are demonstrating. Since most individuals who are suffering from challenging behaviour are not mentally fit, it is important to help them identify the signs early on and get the immediate medical support and funding they need. The signs that an individual demonstrates challenging behaviour and needs Positive Behaviour Support Plan are having difficulties and weak communication, concentration, and social skills; lacking impulse control; compliance difficulties and less academic interest; demonstrating anger and frustration; having trouble overcoming experienced trauma; difficulty to adapt in life changes; and toileting issue.

Residents and citizens of Newcastle who are demonstrating the stated signs of challenging behaviour may apply for the Positive Behaviour Support Plan at the Positive Moods. The application for NDIS funding is given to eligible participants who have met the eligibility requirements set by the NDIS. To avail of the NDIS support, the eligibility requirements are individuals who are ages 7 to 65 years old; residents and citizens of Australia, Permanent Visa holders, and Protected Special Category Visa holders; needs support from other persons due to a permanent and significant disability; uses special equipment due to permanent and significant disability; needs support now to lessen the needs in the future.
